These three rules are quick and simple, so don't worry. 
1) Your forum must be Proboards-related.
Yup. If your forum is hosted by ProBoards, then it can be advertised here.
2) Your forum must be appropriate.
That's right. If your forum has anything to do with porn, sex, etc., then it won't be allowed here.
3) Your forum must have an advertising board, not buts.
It wouldn't be fair if you could advertise on our site, but we can't advertise on yours, right?
